We use the Newell Test as a basis for evaluating ACT-R as an effective architecture for cognitive engineering. Of the 12 functional criteria discussed by Anderson & Lebiere (A&L), we discuss the strengths and weaknesses of ACT-R on the six that we postulate are the most relevant to cognitive engineering.

Reinforcement learning (RL) models of decision-making cannot account for human decisions in the absence of prior reward or punishment. We propose a mechanism for choosing among available options based on goal-option association strengths, where association strengths between objects represent previously experienced object proximity. The proposed mechanism, Goal-Proximity Decision-making (GPD), is implemented within the ACT-R cognitive framework. GPD is found to be more efficient than RL in three maze-navigation simulations. GPD advantages over RL seem to grow as task difficulty is increased. (...) An experiment is presented where participants are asked to make choices in the absence of prior reward. Functionalism offers an account of the relations that hold between behavioural functions, information and neural processing, and conscious experience from which one can draw two inferences: for any discriminable difference between qualia there must be an equivalent discriminable difference in function; and for any discriminable functional difference within a behavioural domain associated with qualia, there must be a discriminable difference between qualia. The phenomenon of coloured hearing synaesthesia appears to contradict the second of these inferences. We report data showing that (...) this form of synaesthesia is genuine and probably results from an aberrant projection from cortical language areas to a region specialized for the perception of colour. Since functionalism purports to be a general account of consciousness, one such negative instance, if it can be further sustained empirically, is sufficient to invalidate it. (shrink)

Following the death on April 19, 2015 of Freddie Gray from injuries sustained while unarmed and in police custody, many citizens of Baltimore took to the streets and the National Guard was called into the city. A 2017 article published in the American Journal of Public Health measured the effect of this civil unrest on maternal and child health. I argue that this research does not acknowledge the full range of motivations, behaviors, aims and values that may have been inherent (...) in this unrest. I first describe the article’s characterization of Baltimore’s unrest as community violence. I then provide a negative argument against employing this characterization alone, before providing positive arguments for two alternative characterizations—as protest and apt anger. Finally, I discuss upshots of considering these alternatives. Broadly, while viewing civil unrest as community violence focuses exclusive attention on victims of unrest, these alternatives direct attention to unrest participants, with implications for public health research and practice. While I focus on Baltimore’s 2015 unrest, the proposals raised here apply wherever civil unrest occurs. (shrink)

Experiential evidence shows that pain is associated with common meanings. These include a meaning of threat or danger, which is experienced as immediately distressing or unpleasant; cognitive meanings, which are focused on the long-term consequences of having chronic pain; and existential meanings such as hopelessness, which are more about the person with chronic pain than the pain itself. This interdisciplinary book - the second in the three-volume Meanings of Pain series edited by Dr Simon van Rysewyk - aims to better (...) understand pain by describing experiences of pain and the meanings these experiences hold for the people living through them. The lived experiences of pain described here involve various types of chronic pain, including spinal pain, labour pain, rheumatic pain, diabetic peripheral neuropathic pain, fibromyalgia, complex regional pain syndrome, endometriosis-associated pain, and cancer-related pain. Two chapters provide narrative descriptions of pain, recounted and interpreted by people with pain. Language is important to understanding the meaning of pain since it is the primary tool human beings use to manipulate meaning. As discussed in the book, linguistic meaning may hold clues to understanding some pain-related experiences, including the stigmatisation of people with pain, the dynamics of patient-clinician communication, and other issues, such as relationships between pain, public policy and the law, and attempts to develop a taxonomy of pain that is meaningful for patients. Clinical implications are described in each chapter. This book is intended for people with pain, their family members or caregivers, clinicians, researchers, advocates, and policy makers. (shrink)

This paper contains a critical examination of the prospects for analyses of knowledge that weaken the factivity condition such that knowledge implies approximate truth.

A high percent of oxidative energy metabolism is needed to support brain growth during infancy. Unhealthy diets and limited nutrition, as well as other environmental insults, can compromise these essential developmental processes. In particular, iron deficiency anemia has been found to undermine both normal brain growth and neurobehavioral development. Even moderate ID may affect neural maturation because when iron is limited, it is prioritized first to red blood cells over the brain. A primate model was used to investigate the neural (...) effects of a transient ID and if deficits would persist after iron treatment. The large size and postnatal growth of the monkey brain makes the findings relevant to the metabolic and iron needs of human infants, and initiating treatment upon diagnosis of anemia reflects clinical practice. Specifically, this analysis determined whether brain maturation would still be compromised at 1 year of age if an anemic infant was treated promptly once diagnosed. The hematology and iron status of 41 infant rhesus monkeys was screened at 2-month intervals. Fifteen became ID; 12 met clinical criteria for anemia and were administered iron dextran and B vitamins for 1–2 months. MRI scans were acquired at 1 year. The volumetric and diffusion tensor imaging measures from the ID infants were compared with monkeys who remained continuously iron sufficient. A prior history of ID was associated with smaller total brain volumes, driven primarily by significantly less total gray matter and smaller GM volumes in several cortical regions. At the macrostructual level, the effect on white matter volumes was not as overt. However, DTI analyses of WM microstructure indicated two later-maturating anterior tracts were negatively affected. The findings reaffirm the importance of iron for normal brain development. Given that brain differences were still evident even after iron treatment and following recovery of iron-dependent hematological indices, the results highlight the importance of early detection and preemptive supplementation to limit the neural consequences of ID. The field of cognitive modeling has progressed beyond modeling cognition in the context of simple laboratory tasks and begun to attack the problem of modeling it in more complex, realistic environments, such as those studied by researchers in the field of human factors. The problems that the cognitive modeling community is tackling focus on modeling certain problems of communication and control that arise when integrating with the external environment factors such as implicit and explicit knowledge, emotion, cognition, and the cognitive (...) system. These problems must be solved in order to produce integrated cognitive models of moderately complex tasks. Architectures of cognition in these tasks focus on the control of a central system, which includes control of the central processor itself, initiation of functional processes, such as visual search and memory retrieval, and harvesting the results of these functional processes. Because the control of the central system is conceptually different from the internal control required by individual functional processes, a complete architecture of cognition must incorporate two types of theories of control: Type 1 theories of the structure, functionality, and operation of the controller, and type 2 theories of the internal control of functional processes, including how and what they communicate to the controller. This book presents the current state of the art for both types of theories, as well as contrasts among current approaches to human-performance models. The social world contains institutions, groups, objects, and more. This essay explores a puzzle about the essences of social items. There is widespread consensus against social essences because of problematic presuppositions often made about them. But it is argued that essence can be freed from these presuppositions and their problems. Even so, a puzzle still arises. In a Platonic spirit, essences in general seem detached from the world. In an Aristotelian spirit, social essences in particular seem embedded in the world. (...) The puzzle is that these inclinations are individually plausible but jointly incompatible. The essay has four aims: to clarify and refine the puzzle; to explore the puzzle's implications for essence in general and for social essences in particular; to illustrate the fruitfulness of the general distinction between detached and embedded; and to develop this distinction to sketch a novel solution to the puzzle. Regular musical activity as a complex multimodal lifestyle activity is proposed to be protective against age-related cognitive decline and Alzheimer’s disease. This cross-sectional study investigated the association and interplay between musical instrument playing during life, multi-domain cognitive abilities and brain morphology in older adults from the DZNE-Longitudinal Cognitive Impairment and Dementia Study study. Participants reporting having played a musical instrument across three life periods were compared to controls without a history of musical instrument playing, well-matched for reserve proxies of education, (...) intelligence, socioeconomic status and physical activity. Participants with musical activity outperformed controls in global cognition, working memory, executive functions, language, and visuospatial abilities, with no effects seen for learning and memory. The musically active group had greater gray matter volume in the somatosensory area, but did not differ from controls in higher-order frontal, temporal, or hippocampal volumes. However, the association between gray matter volume in distributed frontal-to-temporal regions and cognitive abilities was enhanced in participants with musical activity compared to controls. We show that playing a musical instrument during life relates to better late-life cognitive abilities and greater brain capacities in OA. Musical activity may serve as a multimodal enrichment strategy that could help preserve cognitive and brain health in late life. Longitudinal and interventional studies are needed to support this notion. (shrink)

For graduate students to succeed as professionals, they must develop a set of general “survival skills”. These include writing research articles, making oral presentations, obtaining employment and funding, supervising, and teaching. Traditionally, graduate programs have offered little training in many of these skills. Our educational model provides individuals with formal instruction in each area, including their ethical dimensions. Infusion of research ethics throughout a professional skills curriculum helps to emphasize that responsible conduct is integral to succeeding as a researcher. Van Fraassen’s (1989) infamous best of a bad lot objection is widely taken to be the most serious problem that afflicts theories of inference to the best explanation (IBE), for it alleges to show that we should not accept the conclusion of any case of such reasoning as it actually proceeds. Moreover, this is supposed to be the case irrespective of the details of the particular criteria used to select best explanations. The best of a bad lot objection is predicated (...) on, and really only requires, the idea that in any real case of IBE where one hypothesis is favored as best over those with which it competes, it is always the case that it is more likely that the true explanation is to be found in the set of unformulated and unconsidered logical alternatives to the set of actually considered hypotheses. On this basis, Van Fraassen believes that accepting the conclusion of IBEs so understood is irrational and this is simply because such inferences are supposedly not probative. In this paper the best of a bad lot objection will be addressed and it will be shown that Van Fraassen’s notorious criticism of IBE depends on a problematic conflation of two notions of rationality and thus that his criticism of IBE involves a damning equivocation. In essence, he conflates ideal standards of rationality with epistemic standards of rationality and, in so doing, makes it appear to be the case that we should not accept the conclusions of IBEs. But, when we disambiguate the concepts of rationality at work in the argument Van Fraassen’s conclusion simply does not follow. (shrink)

Bovine tuberculosis is an important animal health policy issue in Britain, which impacts farmers, the public, domestic farmed cattle and the wild badger population. The Westminster government’s badger culling policy in England, which began in 2013, has caused considerable controversy. This is in part because the Independent Scientific Group advised against culling, based on the Randomised Badger Culling Trial. Those opposed to badger culling support more stringent cattle-based measures and the vaccination of badgers. This paper argues for ethical analysis of (...) public policy options which impact sentient species. It provides a summary Animal Welfare Impact Assessment of a do-nothing approach, badger culling, and badger vaccination. A utilitarian analysis is then applied to these policy options considering human wellbeing and animal welfare. The analysis compares a badger culling policy that achieves a 19% reduction in bovine TB incidence, a badger vaccination model achieving a 12.5% reduction, and a do-nothing approach. Policy options are assessed over 9 years and a longer timeframe, and uncertainty is considered. The analysis finds that non-culling approaches, particularly badger vaccination, result in greater total utility, compared to badger culling. Badger culling causes 30% reduction in the badger population in England as well as substantial harms due to the culling process. Culling is opposed by public opinion and is associated with considerable risks and uncertainty. In contrast, non-culling approaches, such as cattle-based measures and badger vaccination, are supported by public opinion and are not associated with such risks. (shrink)

The theme of the 2018 Spindel Conference was “Decolonizing Philosophy.” In this introduction, I will elaborate on this theme as a way to set the stage for the essays in this volume. Beginning with the question of what it means to consider philosophy “colonized” in the first place, I will focus on the subfield of the history of philosophy as a way to draw out my account. After elaborating what I take the claim that philosophy is colonized/colonizing to mean, I (...) will turn to ways one might approach its decolonization. Again, my principle focus will be on the history of philosophy, though I take my analysis to extend beyond this subfield. Finally, I will elaborate four key tasks that I take to be essential to the decolonization of philosophy. (shrink)

In this paper, we introduce the Societal Readiness Thinking Tool to aid researchers and innovators in developing research projects with greater responsiveness to societal values, needs, and expectations. The need for societally-focused approaches to research and innovation—complementary to Technology Readiness frameworks—is presented. Insights from responsible research and innovation concepts and practice, organized across critical stages of project-life cycles are discussed with reference to the development of the SR Thinking Tool. The tool is designed to complement not only shortfalls in TR (...) approaches, but also improve upon other efforts to integrate RRI, sustainability, and design thinking in research and innovation cycles. Operationalization and early-stage user tests of the Tool are reported, along with discussion of potential future iterations and applications. (shrink)

This work contains newly translated excerpts from Samuel Pufendor's two major works in political and moral thought, Elements of Universal Jurisprudence and The Law of Nature and Nations. The editor and translator have worked to present a readable and comprehensive introduction to Pufendorf's political philosophy. The new English translation far exceeds what is currently available in terms of sophistication and clarity. A substantive introduction is included to acquaint readers with Pufendorf's ideas.

This article responds to several liberal bioethicists’ criticisms of Jürgen Habermas’s The Future of Human Nature by placing it in the context of his intellectual influences and career-spanning theorization of communicative rationality. In particular, I argue that Habermas’s critics have not grasped his interpretation of Hannah Arendt’s concept of natality. Far from merely ventriloquizing his friend and teacher, Habermas distinguishes his construal of that concept from Arendt’s, which he presents as a naturalistic foil to his concerns about the potential ethical (...) impact of preimplantation genetic interventions. Whereas, according to Habermas, Arendt reasons directly from the biological fact of birth to the capacity for political action, he himself construes natality as implying a “divide between nature and culture” at the level of the “lifeworld.” Identifying Habermas’s interpretation of Arendt in this way explains why Habermas claims not to be a biological determinist and why the bioethicists’ criticism, according to which he is, fails. I argue that a dilemma arises for naturalistic philosophers of mind in the naturalised semantics tradition. Giving a naturalistic account of the mind is a pressing problem. Brentano’s Thesis — that a state is mental if, and only if, that state has underived representational content — provides an attractive route to naturalising the mental. If true, Brentano’s Thesis means that naturalising representation is sufficient for naturalising the mental. But a naturalist who accepts Brentano’s Thesis thus commits to an eliminativism about (...) the category of the mental. This is because naturalistic theories of representation are reductive, and so over-generalise by applying to patently non-mental states. According to these theories, it has been argued, phenomena like tree rings and saliva come out as representational. Only proposing further Naturalistic conditions on representation could avoid the eliminativist conclusion. But this shows that Naturalists have made only limited progress towards naturalising the mental. And if a Naturalist rejects Brentano’s Thesis, then she gives up on a clear link between representation and mentality. Hence, it is incumbent on the Naturalist to propose another, naturalistically acceptable, mark of the mental. In this paper, I discuss the role of Anselm’s ontological argument in the philosophy of R.G. Collingwood. Anselm’s argument appears prominently in Collingwood’s Essay on Philosophical Method (1933) and Essay on Metaphysics (1940), as well as in his early work Speculum Mentis (1924). In the proof, Collingwood finds the central expression of the priority of “faith” in the first principles of thought to reason’s activities. For Collingwood, it is Anselm’s proof that clearly expresses this relationship between faith and reason. The (...) two elements of this analysis that must be understood if one is to understand Collingwood’s use of the proof are what he means by “the idea of an object that shall completely satisfy the demands of reason” and the “special case of metaphysical thinking.” I analyze both of these elements and conclude by showing how Anselm’s proof is essential to Collingwood’s historical science of mind. When phylogenetic trees constructed from morphological and molecular evidence disagree (i.e. are incongruent) it has been suggested that the differences are spurious or that the molecular results should be preferred a priori. Comparing trees can increase confidence (congruence), or demonstrate that at least one tree is incorrect (incongruence). Statistical analyses of 181 molecular and 49 morphological trees shows that incongruence is greater between than within the morphological and molecular partitions, and this difference is significant for the molecular partition. Because the (...) level of incongruence between a pair of trees gives a minimum bound on how much error is present in the two trees, our results indicate that the level of error may be underestimated by congruence within partitions. Thus comparisons between morphological and molecular trees are particularly useful for detecting this incongruence (spurious or otherwise). Molecular trees have higher average congruence than morphological trees, but the difference is not significant, and both within- and between-partition incongruence is much lower than expected by chance alone. Our results suggest that both molecular and morphological trees are, in general, useful approximations of a common underlying phylogeny and thus, when molecules and morphology clash, molecular phylogenies should not be considered more reliable a priori. In this paper, I outline the ways that reification as a pathology of what I call “cybernetic society” shapes the fundamental structures of the self and our shared social reality. Whereas the classical theory of reification was a diagnostic attempt to understand the failure of class consciousness, I believe we must push this thesis further to show how is fundamentally an ontological and not a merely cognitive or epistemic concern. By this I mean that it is a pathology of consciousness (...) as well as social praxis and, as such, infects the ontological substrates of social reality. In effect, reification is a collective rather than merely subjective phenomenon. I explore this dialectic between our subjective and social dimensions of being to show how reification actively shapes self and world. I end with a discussion of how this theory of reification as an ontological concept can be used to overcome it via what I term “ontological coherence,” or the capacity of the self to reflect dialectically on the shapes of sociality that one inhabits, opening it up to evaluative reflection and critique. In this essay I argue that Albert would reject the need for a separate fourth mode of common personal supposition, and that his view of merely confused supposition has not been fully explicated by modern scholars. I first examine the various examples of conjunct descent given by modern scholars from his Perutilis logica , and show that Albert clearly adopts it in resolving the sophistic examples involved. Second, I explicate the view of merely confused supposition that Albert defends in his (...) Sophismata , and then attempt to answer the question: which view of merely confused supposition was his final view, the view articulated in the Perutilis logica or the view in the Sophismata ? I conclude that based upon his Sophismata view of merely confused supposition, Albert came to realize the logical strength his revised theory of personal supposition afforded, and consequently, that he is one of the earliest 14th-century logicians to adopt conjunct terminal descent to resolve various sophisms, a move which gave his theory of personal supposition a logical symmetry having two sorts of propositional descents to singulars, and two sorts of terminal descents to singulars. This paper develops an interpretation of the fourth account of conditionals in Sextus Empiricus's Outlines of Pyrrhonism that conceptually links it with contemporary ?relevance? interpretations of entailment. It is argued that the third account of conditionals, which analyzes the truth of a conditional in terms of the joint impossibility of antecedent and denial of consequent, should not be interpreted in terms of a relative incompatibility of antecedent and denial of consequent because of Stoic acceptance of the truth of some conditionals (...) of the form p ? ?p and its converse. Rather, it is suggested, ancient attempts to avoid the so-called paradoxes of implication involve the fourth account of conditionals. I hypothesize that this account is related to Stoic attempts to define truth conditions for conditionals in terms of a theory of the concludency (validity) of arguments in opposition to the more common procedure (represented by the first three accounts of conditionals) of specifying truth conditions for conditionals ?semantically? and using those truth conditions in the development of a theory of argument validity. Recent work in both the theory of the firm and of corporate law has called into question the appropriateness of analysing corporate law as ‘merely’ a set of standard form contracts. This article develops these ideas by focusing on property law's role in underpinning corporate enterprise. Rights to control assets are a significant mechanism of governance in the firm. However, their use in this way predicates some arrangement for stipulating which parties will have control under which circumstances. It is argued (...) that ‘property rules’—a category whose scope is determined functionally—protect the entitlements of parties to such sharing arrangements against each other's opportunistic attempts to grant conflicting entitlements to third parties. At the same time, the legal system uses a range of strategies to minimize the costs such protection imposes on third parties. The choice of strategy significantly affects co-owners’ freedom to customize their control-sharing arrangements. This theory is applied to give an account of the ‘proprietary foundations’ of corporate law, which has significant implications for the way in which the subject's functions are understood and evaluated. This paper offers a characterization and critique of the idea of bounded rationality and its consequences for public policy. It offers an alternative way of accounting for the crucial features of human rationality that bounded rationality sees, using categories inspired by the Reformational philosophy of Herman Dooyeweerd and others, and then shows how this alternative account of the “bounds” of human rationality points toward an alternative orientation toward public policy-making.

We agree with Rachlin's aim to account for altruism within existing theory. However, his argument is implicitly dependent on social and cognitive constructs that are explicitly identified in other social-psychological theories. The account does not advance theory beyond available constructs (e.g., self-categorizations, motives, values, role-identities, and social structure), and Rachlin's implicit use of these strains the behaviorist account.

Partisan or Neutral? critically examines the Rawlsian ideal of a public, supposedly neutral, political theory meant to justify contemporary constitutional democracies. Placing this ideal-appealed to by neo-natural law theorists and advocates of "public theology" as well as by political theorists-against the background of the history of political liberalism, White shows its contradictory nature. He argues that any such legitimating theory will be 'partisan,' in the sense of appealing to convictions concerning the human good that will not be universally accepted. He (...) concludes that all politics must be imperfect-a matter of pragmatism and prudence in forming the most workable compromises possible and in acquiescing, where our principles allow us to do so, in situations that are often far from optimal.
